The Valencian Government has signed an agreement with several companies marketing the energy sector to avoid water, electricity and gas cuts to people and families at risk and social exclusion , who may request a report from the municipal social services to stop the suspension process of the supply while the Generalitat manages the payment of the invoices owed.

The agreement was signed today by the representatives of Endesa , Gas Natural Fenosa and Iberdrola , and by the president of the Generalitat, Ximo Puig, in an act that also attended by the Minister of Housing, María José Salvador, and the vice president of the Consell and consellera of Equality and Inclusive Policies, Mónica Oltra, whose department coordinates the policies of fight against the energetic poverty.

The president of the Government has described this agreement as "essential" because it "improves the lives of people with more needs", and stressed that the objective of the Consell with this agreement is to ensure that Valencian families "have a decent winter", and do not have the "energy poverty among their concerns". Puig has ensured that the Valencian Government is going to continue working so that energy poverty "does not exist in the Valencian Community", for which a Valencian Plan for the Struggle against Energy Empowerment has been launched, in which Agreements with the marketers also include direct aid to citizens.

The vice president of the Consell has highlighted the importance of agreements such as today that allow large companies to commit to what is a "constitutional right" of citizens and has expressed the commitment of the Council to continue working to add the rest "With corporate social responsibility initiatives such as this, which will avoid cutting off basic supplies or at least notify social services so that they adopt social protection measures."

This agreement will initially benefit 12,000 households, although the goal is to reach 50,000. For this the Ministry of Housing, Public Works and Vertebration of the Territory is going to implement a budget line of 3.7 million euros, which can accommodate those families or people at risk of social exclusion for having an income of less than 1 , 5 IPREM or 2 times IPREM if you live with people with disabilities or high dependency.

The aid to avoid energy poverty will be in cases of electricity or gas cut of 75 euros per monthly bill and up to a maximum of 300 euros per consumer per year, and in case of drinking water cut, up to 15 euros per monthly receipt and a maximum of 60 euros per consumer per year. In addition, the costs incurred to restore supplies in the event of a cut may be subject to aid.

The social services of the local councils will be in charge of detecting households in a situation of vulnerability, with serious difficulties for the payment of electricity or gas supply, or that have already suffered a power cut to their habitual residence, and of being thus they will make an assessment to determine if they can be beneficiaries of the aid. If this is the case, it will notify the supply companies and the regional administration and the suspension of supply procedure will be paralyzed while the payment of the invoices owed is managed. Likewise, if it meets the requirements, the social services will inform the marketing company and the Regional Ministry and the procedure of suspension of the supply will be paralyzed while the payment of the invoices owed is managed.

Immediate restoration of service

For its part, the supplying company will immediately request the restoration of supply. Likewise, they will not request again the suspension of the supply while the granting of the aid is managed. Neither will they require payment of any interest. The City Council will pay directly to the company the total amount of the debt and if the supply has been restored, the rights of reconnection. In addition, the payment of the debt will be communicated to the Generalitat, which will process the payment to the consistory of the amounts it has paid.

The publication of the order that will allow municipalities to apply for these grants will occur at the end of December, although municipalities may adhere to this call from tomorrow, and the payment of grants will be retroactive until October.

1.4 million in aid for households in social exclusion

On the other hand, the Department of Equality and Inclusive Policies will allocate a total of 1.4 million euros in aid for those persons or families who are in a situation of social exclusion, having annual incomes of less than 5,009 euros and have been notified by the supplying company the order to cut water, electricity or gas. This aid will be processed through the municipalities of more than 20,000 inhabitants with the aim that the affected people do not have to do more bureaucracy than the precise, and will be effective from next January 1.

The vice president explained that this aid aims to guarantee a "constitutional right" as it should be the basic supply of water, electricity and gas, and stressed that they will also go to families without children and the elderly, who until now "were excluded when, according to all the studies, they are the group most affected by this situation ". Oltra has stressed that it is also working hand in hand with the large cities and the councils "to expand social investment to combat energy impoverishment", and in this regard has indicated that the Diputación de Valencia "has already announced a departure of 400,000 euros for the towns of less than 20,000 inhabitants ".

For its part, the Ministry of Sustainable Economy, from the IVACE, will work on raising awareness and awareness of the efficient use of energy, in addition to implementing energy saving measures and / or rehabilitation of the homes of families in social exclusion or at risk of being, as pointed out by the vice president.
